Rezoning Summary


Kane Realty is proposing a rezoning of several parcels within North Hills, specifically Parcel IDs: 1705591660, 1706509316, 1705692906, 1706506492, 1706503919, 1706506961.

Current Zoning: CX-5 and CX-12
Proposed Zoning: CX-12, CX-30, and CX-40 (conditioned to a maximum height of 37 stories)


This request does not seek an increase in density—that is, the number of residential units or total square footage of development will remain the same as currently permitted. Instead, the proposal focuses on increasing building height. By redistributing the allowable density into taller structures, the aim is to preserve more open space, promote street-level vibrancy, and create a more welcoming pedestrian experience. It’s important to note that some properties included in this rezoning are home to active, operating businesses. No immediate changes are planned for these locations. This effort is about thoughtful, long-term planning and ensuring flexibility for the future while respecting current uses.



Work with the Community and City


The decision to pursue additional height stems from the strong community engagement observed throughout North Hills—from markets in the Commons to concerts in Midtown Park and gatherings at the Main District Plaza. These moments have shaped a vision where the ground floor becomes a central hub of interaction. The remaining development parcels can be evolved by enhancing:

  • Street-Level Activation: Taller buildings will allow for curated public gathering areas, vibrant retail and restaurant fronts, and more dynamic uses of outdoor space.

  • Placemaking: Thoughtful design will support community experiences such as outdoor dining, live music, public art, and everyday conveniences.

  • Connectivity: Improved pedestrian and bicycle infrastructure to link seamlessly with surrounding neighborhoods and business areas.

Kane Realty is actively working alongside the City of Raleigh and community members to address concerns and opportunities in:

  • Traffic Management: Studying and identifying solutions for vehicular flow in and around North Hills.

  • Open Space Planning: Prioritizing green areas, gathering spots, and recreation spaces as development occurs.

  • Urban Connectivity: Enhancing routes for walking, biking, and accessibility to adjacent areas.

Kane Realty is committed to integrating community feedback and invites neighbors to attend an Open House on July 30 to provide input.


How Mixed-Use Destinations Improve Traffic


Mixed-use districts help reduce traffic by increasing “trip capture.” This means people can walk or bike between homes, jobs, shops, restaurants, and services within the same area—rather than driving to multiple separate destinations. When daily needs are located close together, fewer car trips are needed, which eases congestion, lowers emissions, and improves overall mobility for the whole community. This effect is visible in NC DOT traffic data. Despite Raleigh’s population growth, daily traffic around North Hills has decreased since the mixed-use district opened in 2004, which suggests more trips are being captured within the area:


Six Forks Road at North Hills:

2003 - 43,000 trips per day
2023 - 37,500 trips per day


Lassiter Mill Road at North Hills:

2003 - 15,000 trips per day
2023 - 12,000 trips per day
